  • The programme will be implemented by State Governments/UT Administrations, receiving financial and technical support from the Department of Land Resources, Government of India.
  • Outsourcing, as needed to address critical technological gaps, is permissible, and States/UTs may opt for public-private partnership (PPP) models in non-sensitive areas.
  • The district will serve as the unit of implementation, covering the entire country by the 12th Plan period, although States/UTs desiring earlier completion can proceed accordingly.
  • Initial funding will be provided based on States/UTs' eight-year perspective and annual plans for the first year. Subsequent sanctions will rely on detailed project reports (DPRs) prepared in the prescribed proforma in Part-C-MIS.
  • Funding is contingent on States/UTs signing Memorandum of Understanding (MoU) with the Department of Land Resources..
  • While these Guidelines aim to decentralize duties, State/UT-specific details must be locally delineated due to the nature of the program.
